Phenolic plywood is made of plywood, a sheet material consisting of several thin layers of wood veneer glued together crosswise. This makes plywood strong enough for constructive applications and you often see it used in the building industry.

Phenolic Plywood panels are WBP bonded. A WBP bonding, also known as exterior bonding, stands for "Water Boiled Proof". Panel material with the WBP mark has passed a special test in which it is placed in boiling water for 72 hours. If the adhesive does not come off during this test, the board is rated WBP. The term WBP is therefore a quality mark, guaranteeing that the glue between the veneer layers will not come loose in damp indoor and outdoor conditions. Whether the board material can actually be used outdoors depends on the type of wood used.
